Ho Chi Minh Mausolæet i Hanoi.DANMARKS STØTTE TIL FREMME AF GOD REGERINGSFØRELSEGood Governance and Public Administrative Reforms, GOPA The Danish funded programme "Good Governance and Public Administrative Reforms" (GOPA) approved in December 2007 aims to enhance good governance and administrative reforms at provincial levels and to build capacity of academia in human rights education and research. The programme is divided into two pillars, one supporting the implementation of public administrative reforms (PAR) at provincial level and the other supporting good governance efforts in the National Assembly and human rights education in research institutions and universities. Under the PAR-pillar the remote provinces of Dien Bien, Lao Cai, Lai Chau, Dak Lak and Dak Nong is supported in implementing reforms in order to reduce bureaucracy, strengthen the capacity among civil servants, introduce modern management systems, improve the quality of public service delivery and monitoring & evaluation. Support is provided as targeted budget support and is fully aligned to national systems and financial management modalities. The Good Governance pillar promotes new partnerships between Vietnamese and Danish institutions, including the Vietnamese National Assembly, the Vietnam Academy for Social Science (VASS), the Law Faculty of the Vietnam National University and the Ho Chi Minh City University of Law on the one hand and the Danish Parliament, the Danish Ombudsman’s Institution and the Danish Institute for Human Rights on the other. Activities of the Good Governance pillar focuses on the establishment of a parliamentary partnership, the development of a petition agency of the National Assembly, the establishment of an academic network on human rights education and of human rights law centres at two universities. The programme for Good Governance and Public Administrative Reforms runs from 2008-2011, with a budget of DKK 70 million (in November 2008 prices equal to USD 12.7 million). Support to Legal and Judicial Reforms in Vietnam Denmark has supported legal and judicial reforms in Vietnam since 1997, when assistance to the Office of the National Assembly (ONA), the Supreme People’s Court (SPC), and the Supreme People’s Procuracy (SPP) was provided through UNDP. From 2001 the assistance continued in the form of bilateral programme with the same organisations, and in late 2005 the present third phase of the programme was initiated, and the Ministry of Justice added as a new partner. The current programme (2005-2009) called JOPSO has a total budget of DKK 45.5 million (approx. USD 8.3 million). The support to the Ministry of Justice is co-funded with Sweden. The overall objective of the JOPSO programme is to strengthen access to legal justice through promoting the rule of law, good governance, democratisation, protecting the people’s rights and legal interests and enabling public participation. The immediate objective is to strengthen access to legal justice through public participation in law-making, through improved functioning of the courts and the procuracy and through the increased use of professional lawyers acting in both civil and criminal cases. The key activities of the programme are as follows: 1. The Office of the National Assembly (ONA) Support to the organisation of parliamentary committees, training activities for ONA staff and Members of Parliament, including Master training and English language training for selected ONA staff, gender equality training, and provision of IT equipment and databases to provincial offices of the National Assembly. 2. The Supreme People’s Court Support aims at establishing a system for publication of judgements, IT support to case management and criminal statistics, IT support to three pilot provinces including all district courts, training activities including the establishment of mock court training facilities, Master training and English language training for court staff, and activities to promote gender equality in the court system. 3. The Supreme People’s Procuracy Provision of a nationwide system for criminal case management and crime statistics, support to criminological research, training of SPP staff in legal issues, including training relating to detention guidelines and practices, Master training and English language training, and gender equality training. 4. The Ministry of Justice Support to the establishment of a national Bar Association, training courses for lawyers, including gender equality training, support to the development of the legal framework for practising lawyers, and support to the development of a long-term development strategy for lawyer’s profession in Vietnam.
